Laguna Beach is a census-designated place in Bay County, named for the coastal dune lakes. Locals know it as the west end of the beach: cottages, low-rise condominiums, and a quieter Gulf than the tower stretch.

Dune lakes and low-rise streets on the west end, a census place of its own.
Visit Panama City Beach describes the west end as fewer high-rises and a pace set by the shore, and days here often start with an easy beach walk. Camp Helen State Park is next door, with the Gulf on one side and Lake Powell on the other, and Conservation Park has inland boardwalks when you want shade instead of salt.
Pier Park, Frank Brown Park, and the City Pier are an easy drive east for a night out. Summer brings crowds here too, but the west end stays less dense than central Front Beach.
Carillon Beach is the gated village on this end of the beach. Wild Heron is the Lake Powell community in Bay County. Inlet Beach and the rest of 30A lie just west, in Walton County.
Beach-access rights and association rules vary from street to street.
